I noticed that the <td> tag that contains your marquee has no closing </td>. Also I did not see any <tr></tr> tags around the marquee either. I believe this may be your problem.

I also noticed that you use <td valign="top" width="24"></td> but use % on the rest (I do not know if this might pose a problem or not here).

Also in Netscape most of your page is not viewable. You have left off the closing </body> and </html> tags.
