the owner of cartunz owns cartunz. there is another man who owns the hosting site. this is the man who first built the website and the owner of cartunz wasn' t happy with it so i fixed it for him. now the owner of cartunz wants the password to the website changed so the guy who originally built the site can' t go and change it. this is why the owner of cartunz wants to change the password. how do you do that?

In many design contracts it says something along these lines (this is from the Proposal Kit contract) Ownership Rights. Developers shall hold all right, title, and interest in and to the Web Site. Specifically, but without limitation, Developer shall hold all right, title, and interest in and to (1) all text, graphics, animation, audio components, and digital components of the Web Site (the “Content”), (2) all interfaces, navigational devices, menus, menu structures or arrangements, icons, help and other operational instructions, and all other components of any source or object computer code that comprises the Web Site, (3) all literal and nonliteral expressions of ideas that operate, cause, create, direct, manipulate, access, or otherwise affect the Content, and (4) all copyrights, patents, trade secrets, and other intellectual or industrial property rights in the Web Site or any component or characteristic thereof. Customer shall not do anything that may infringe upon or in any way undermine Developers’ right, title, and interest in the Web Site, as described in this paragraph 4. Notwithstanding the above, Customer shall retain all of its intellectual property rights in any text, images or other components it owns and transmits to Developers for use in the Web Site. So.... if the owner signed a contract containing something similar the original designer may own portions of the site. Back to your original question....Depending on how the host is set up, you may be able to change the frontpage password with out going through the host. On my server I do not know the clients passwords. I can change them but I cannot see the current ones.
