how do i make it so a user can upload something to a specific place on my website? What i am saying is, that how do you make it so that on the frontpage form, where they fill out, they have an option to attach a file?

Need FP 2002 and latest extensions on server. It' s called the file upload component. They can upload but they aren' t able to browse for files. If you aren' t going to use FP, then you can get a script that will accomplish this and some of them let other users browse the files. Search for file upload scripts, and you should find lot' s of free and pay scripts
