There are also tips on changing settings for IE 5 and adjusting proxy settings in this thread. If the above doesn't work, try those as well. More unusually, some hosts will only allow you to connect to their servers for publishing/FTP on a dial-up connection they provide. If your host is also an ISP, you may want to check this with them.
