cannot open top.htm - 4/16/2001 20:06:00

When I publish my web to my host, I get the error message: "Server error: cannot open file 'top.htm' for read/write."

Am I correct in assuming this is something wrong on the host's part and not mine?

Ooops... I forgot to mention that there IS no "top.htm" on my local web or on the raw site! Actually, I heard from the server's tech support this morning, and they admitted it was a server side error (didn't apologize, of course, but fixed it).
