Sub-webs and server based - 4/27/2001 23:22:00

I have a server based web with extensions and I'm trying toadd security to the site. I have folders set up but security wont work for what I need to do. I would liket o create sub-webs for each folder but when I try to convert the folder to a sub web I get the following error message:
"Server Error: Unable to create a disk-based web at "f:..." because its parent web would not be a disk-based web. Create the sik-based web elsewhere, outside of your web server's document hierarchy"

Does this mean I have to have two development sites? One, disk-based and one not??

Please help!!!
