Should the keywords that I put into the "properties" be figured for the whole site or should each page within the site have it's own set of unique, relevant keywords?

I since found answers but now can't seem to figure out how to delete this post so's not to waste peoples' time with old questions.

Better to have each page have its own set of keywords. That way you can focus on the content of each page specifically. Keywords are not given too much weight by the SEs anymore, but it can't hurt to do them right.

Although the question has been ably answered by Richard (sorry to hear about your ankle, Sir Richard), I'll add this...

In most SEO questions, try to put yourself in the shoes of:

  • What is good for searchers using those search engines?
  • What is good for the search engines?

If you can answer the first question, you usually have your answer for the second.

Let's get specific: Searchers want relevant results unsullied by sponsoring advertisers. When I'm searching for "cool graphics" I want a list of cool graphics, not a bunch of ads for the highest bidders who paid for the phrase "cool graphics."

Likewise, if you've got 20 pages on your site, but only one page has cool graphics, then I only want that page showing up in my search results. So, the answer is to either (a) Skip doing keywords since they're not that important, or (b) Put key phrases in your keywords meta tag that are specific to each page. In FrontPage, that's Page Properties, Custom, User variables, Add (or Modify), name = keywords, value = your list of phrases.
