What is the correct directory to extract a theme/template to so that it appears in the dialog File|New Web Web sites?

I have installed it in
* windows\application data\microsoft\themes, * program files\common files\microsoft shared\themes
* program files\microsoft office\templates\ 1033\webs
* windows\application data\microsoft \frontpage\webs.
Still can't see it in the FrontPage dialog referenced above. Any clue?

Try this freebie. It installs themes for you so that they show up properly.
