JavaScript is merely used to detect browser type here. It's nothing serious, just means the browsers with JavaScript turned off, will use the last-to-be-loaded stylesheet

If you read the page, you will notice that the order of cascade has the IE page loading last anyhow. So since it is the last to load page in the cascade order......

OK, lemme explain in laemens terms:
Using this method you will have several stylesheets, yes?? If the user has JavaScript turned off, IE will read all of the stylesheets, but only use the last one in the list
Example
IE5.css
IE55.css
IE6.css
IE would only load IE6.css if JavaScript was turned off
Clearer now?
