Hi
why is it that google seems to be ranking lower PR pages above higher PR's?
I thought the idea of google PR was to list higher page ranks first?
For me many of my pages are have dropped yet I've managed to get lots of inbound links from good directories, plus I have just added another 30+ pages all with links to all my pages.
I seem to be overtaken by newer sites with lower PR!
Has anyone else experienced this?

No. PR is one of many parts of Googles algo that determines rank.
