Hi Mitch, welcome to Outfront.
First, I would like to comment on your font and background color. The black and the red font is a bit difficult to read. People who have problems with their eyesight are going to have a difficult time on your site.
Next, you need to validate. I ran your css through the validator, there are several errors that need attending to. First check your xhtml/html and make sure thats validated as well.
If you are still having a problem after this, then create a different style sheet. Keep the one that you have for Ie since that looks as you wish it to. Then create one for moz, and the other browsers, which should be able to be done on just one more sheet.
HERE is a link that will take you to a site explaining the conditional IE statement. Its very easy to use and works for IE. Follow the directions on here for the style sheet that you have already. The create the other style sheet.
