Many companies, mostly the big boys I grant, are as aware of the future as governments and they are moving towards it by implementing the use of expanded metatags and schema.
Understanding the structure and architecture of data allows for the interoperability of systems and data. Using metadata to manage information resources is now an established part of the work of diverse groups from web managers and librarians to IT managers and system designers.
Many of the metadata standards that emerged in the late 1990's have stabilised and are being adopted in libraries, museums, archives, government websites and corporate intranets.Some software suppliers are building metadata fields into the records structure and in some areas they depend on it for the management of information in data repositries ( eg. databases, library catalogues and rights management sysytems.)
The Dublin Core* and other metadata schemes are now widely used both by public organisations and e-commerce (eg. amazon.com)
*The Dublin Core metadata element set is a standard for cross-domain information resource description. Here an information resource is defined to be "anything that has identity".

The US Information Locator Service and the UK issue their own guidelines for application. In the Uk this is handled by the Office of the e-Envoy and the Goverment Data Standards Catalogue helps to specify the data entry format for most 'data', from how to specify a person's name to how to enter monetary values.

The Office of the e-Envoy also gives advice on mapping data elements to other popular metadata schemes such as the Dublin Core and the Australian Government Locator Service to ensure interoperability. The intention is to have all Uk government services e-enabled by 2005.
For practical puposes clients should provide the content for most of the metadata, but then they would have to use a bit of brain power . What designers will need to do is to ensure that they get the right information from the client. Discipline again.

lol..you are so correct! For many years, I was the "user" trying to talk with the IT guys (they were edp or data processing in those days) until I switched sides. It is so fundamental and so often screwed up - the communication between the two..and I have seen both sides be guilty (although naturally, that always occured on the other side..lol)
