I'm with Linda on this one - I have very little experience in working with frames. But it does seem to me that getting the graphics to all line up with frames would be extremely difficult, when you take into account all the monitor sizes and resolutions people use, plus the different browsers. At least with tables you can allow for some of those things. Are you sure you can't convice your client to not use frames? What is the client wanting to accomplish that they feel frames is the way to go? Okay, okay I am not really asking, so you don't have to answer. Mostly I was just 'thinking out loud'.
I'm sorry I can't help more. I did one frame site, that lasted about a week before I realized it just wasn't going to work for me.
