When creating a graphic for a counter, do I have to put extra space between the numerals?

I have never done this, but in reading I've seen that the numbers are to be evenly spaced, and that's all it said in that respect.

I make them all the time. They have to be evenly spaced as each numeral will be displayed as 1/10th of the full image. The numerals are expected in 0-9 order. I usually make them really tiny cause the client always wants them and I hate them :-) so I go 50 pixels wide, use a tiny font and apply kerning while viewing it to get it spaced right. I use PSP 7, and use colors that make it blend in with, almost hide on, the page.
