One tricky thing about making a whole picture as the entire background is the screen resolution of the viewers. Most people are making sites viewable at 800x600 screen resolution, this is an average. Some percentage of viewers still use 640x480 screen size.But let us say you want to venture out and try the screen size of 800x600. Make the picture size in PSP 800x600 and then design your picure for the background. Keep in mind though, that if the BG is full of colors that run to the edge, the BG will start over if the page scrolls down far enough. To solve this, design your picture in the center of the design window in PSP, leaving the outside area the same color as you want for the page color in your web. Again, it will start over when the page scrolls, but will look better. Or make the page short, no scrolling.
You can think about using a picture about 400x300 and let it tile across the page. There are many ways to do backgrounds, these are but a few.
