In PSP7 can anyone tell me how to take a bright colorful photo and make it very light (faded) so I can use it for a background?

On the layer pallette, change the opacity of the layer should do it. You might have to start with 'select all' and change it from a background to a layer. I think the exact terminology is 'promote to layer' under the select menu.
