nailer3413 -> error 404 no front page extentions (12/31/2004 13:50:03)

i have a strange thing going on with my amateur web site.
i'll give you a bit of history to help you help me ;)
i have a site www.pierviews.com to house my pictures, and other junk. it has been up and working for a while now [6 mos]. suddenly ot was VERY slooow, and not opening the pics from the thumbnails.
so i asked the host what was going on, and he said there was a scripting problem.
so i reuploaded the whole mess in an effort to rewrite whatever was on the net. this didnt work. so i figured there was something in the files i was uploading. so i went and overwrote the whole mess with a basic blank template from frontpage.
i added a few pictures to it so i could try them out.
this had the same slooow opening results from the thumbnails.
so now, i am pretty sure the host has the problem.
BUT just to make things worse, i got pissed off at the frontpage program, and was told to use dreamweaver. LOL dreamweaver is a bit over my head, and is a pretty hard program to navigate. i was able to do one upload via dreamweaver onto the existing frontpage written web.
now.. the current problem is frontpage wont write to the web. i am getting an error:
403 Forbidden
Forbidden You don't have permission to access /_vti_bin/_vti_aut/author.exe on this server. Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
there is also one saying that the front page extentions are not installed.
i have installed them with the c-panel, and reinstalled. uninstalled, and reinstalled again, and keep getting the same error.
i informed the host of this, and he has reinstalled "from the root", and i still cant get this working.
now that you know my internet life story... do you have any pointers?
