I have a virus in the above file... I have no idea what that is. Can I delete the file? It is not cleanable.

that site came up when I tried to search initially but I didn't quite understand whether it was okay to delete or not...

I wouldn't delete it. It's likely that deleting wouldn't fix the problem anyway...

Have you tried booting into safe mode and run your virus scan?

Also, try stopping the process in Task Manager (ctrl + alt + del) if it shows up there and then run the scan.

What AV software are you running?

I'm assuming this is XP ?

i have both norton anti virus and stop sign
the norton doesnt find anything when i scan the whole drive or the counter.cab
the stop sign did find the counter.cab
and this post is the first result on http://www.google.ca/search?hl=en&q=counter.cab&meta=
not shure if this virus file is the result of my dead ssl/msn/hotmail/windows update

also i have windows xp and it let me rename it to counter.die
