I want to design my own OR buy a high quality, attractive Outlook letterhead/stationary.

Can anyone offer a recommendation?

Personally I wouldn't bother. A large minority of people don't accept html formatted email, and email letterheads aren't generally used except for nasty bulk email campaigns, they tend to scream "amateur". It is more professional to attach a nicely formatted letter as a separate document either as a pdf or rtf or word file.

That said if you really want to do it I would suggest making it yourself. In Outlook> tools> options>Mail Format there is a stationery and fonts selection area.

You can also use the signature picker to create a couple of formatted signatures and use one as a header and one as a footer. In the same Mail Format tab click on signature picker>new. Then you can either create one from scratch or use a previously created file as a template. I found it easier to create the header and footer signatures in word (using jpg or gif images for logos) then press the start with blank signature button and copy and paste the formatted detail in place. You may have to tweak it until it looks right.

Then (again on the Mail Format tab) you can set the "header" signature as the default signature, move the cursor beneath it to type the message then add the footer" signature".
