1. Is it worth using noframes - answer: Yes
2. Is it worth using no frames - answer: Usually

The answer to the first question means you are essentially going to have two sites, both of which will have to be kept coordinated as updates and changes are made. That's extra work. And since you are going to have to come up with a navigation system for the no frames version anyway, it sort of begs the question of whether you need the framed version at all.

Perhaps you do, which is fine, but it is important to have thought through the implications - of which this is only one - beforehand.

Personally when a coice is offered between a framed and a no frames version of the same site, I invariably choose the no frames version and appreciate being offered the choice. So it is not just down to whether people can or cannot see frames. The reason for my choice is that it is so much easier and quicker to bookmark pages in no frames sites to return to later.

The most common reason for using frames is the large amount of information in a site and the need to have it all display with the navigation in place. In other words on the very sites where people are most likely to want to bookmark.

Just a few thoughts.

As a general rule, one should provide non-graphic links as well as graphical ones. If the graphical links are done in frames and the non-graphical ones are placed directly in the content pages, you can kill 2 birds with one stone. However, the navigation structure of the two will probably differ in a few places.
