error 403.9 - 4/3/2001 22:29:00   
After working in FrontPage for 30 minutes, the program is freezing and I am getting the following error message:

Error 403
HTTP Error 403
403.9 Access Forbidden: Too many users are connected
This error can be caused if the Web server is busy and cannot process your request due to heavy traffic. Please try to connect again later.
Please contact the Web server's administrator if the problem persists.

I can close the program but I have to reboot each time.

This happens whether I am online or offline and there is no network on the pc. I use Windows98 w/ a 733 processor and 256 mb ram.

I've noticed that the personal web server freaks out when I test in multiple browsers. Could that be what's going on here? The PWS is really just built to handle one brower at a time.

I generally stick to testing in IE and usually only have that browser open.
