I have heard a lot of people complain lately about their accounts being shut down because of this. Google doesn't seem to do that much about it either - at least in the situations I have seen - hopefully this coverage will make them listen to their clients a bit more.
The bad thing about this, is that is it very hard to catch someone who is good at manipulating the system.
