Left Frame does not display in Netscape - 5/22/2001 13:03:00

Hello:

The "table of Contents" Frame is not displaying in Netscape but displays fine in IE and Opera.

Netscape returns a error message that the file can not be found?

I have burned out my eyeballs trying to find the error in the html code. Does anyone have an idea what to do?
