Server:  IIS 6 on Windows 2003 Server
Software:  Frontpage 2003

I actually work in a network administration office and I have a problem with a user using FrontPage.  This user has a site that doesn't show up when he tries to open it through FrontPage itself.  I've checked the web server and the physical path exists but it doesn't show up on File >> Open Site.  I've even opened FrontPage 2003 from my machine and don't see his folder.  I checked the properties on his specific site from the web server and everything is exactly the same as the site above it (which actually does show up on the list), so I'm at a loss as to what's wrong.  Has anyone heard of or seen anything like this before?

Welcome to Outfront

When opening a web in FP2003, if you are opening it from a server, you can sometimes use the site URL rather than a folder location.  If your user is accessing the files locally then I would try re-creating the web, and importing all the files in should solve it.  If accessing them remotely...it's best to use the URL and then to publish a copy to his local machine.
