Frontpage Extensions - URL ending in .dll as opposed to .exe?

I noticed that when working with Frontpage extensions, if the end of the URL ends in .dll, there is always some sort of problem. It always seems as if the administrator doesn't have complete and full control, and some features are restricted.

Whenever the frontpage extensions ends in a .exe format, everything seems to be working fine. Ive been with several different web hosting companies, and many of them have this issue, and they can't even resolve it. Does anyone know what the difference is between these two URLs?

To my knowledge .dll is a driver whereas .exe is an executable programme like an application.

I searched with Google and found this on a security-related site:

The FrontPage Server Extensions on IIS Web Servers
Each FrontPage web contains copies of three ISAPI DLLs that make up the FrontPage Sever Extensions. These DLLs are created in directories below the top-level directory of a FrontPage web: _vti_bin/_vti_adm/admin.dll for administrative tasks, _vti_bin/_vti_aut/author.dll for authoring FrontPage webs, and _vti_bin/shtml.dll for browse-time FrontPage components such as form handlers. FrontPage performs all authoring and administrative tasks by sending HTTP POST requests to these DLLs.

The FrontPage Server Extensions on UNIX Web Servers
Each FrontPage web contains copies of three executable scripts. From this I would guess the difference depends on which platform your site is hosted on -- EXE files for Unix servers, and DLL files for Windows IIS servers.
