Can I create .php files using FP2003? I have just launched a new membership site and was told that .php files would be preferable.

Also, is there a beginners tutorial that can tell me what .php even is? I just got the hang of .html as it is!

Yes, you can create .php files using FP2003. I did a short tutorial about this a long while back and it pretty well tells you about .php, MySql, and phpMyAdmin. This is actually a working Membership Sign up Tutorial so you will have to register and sign in to view it.
