It seems that one simple link to a new site is sufficient to get the ball rolling with getting it picked up by most of the big engines - many feeding off Google after it has your site in its database. Is it worth it then to go to any trouble of submitting the site to anyone still? If so, to whom and why? - what's your strategy?

I never submit any sites. Having good backlinks will get you picked up by all the search engines that are of any value. Don't worry about all the little SE's unless your site is in a niche that is targeted by a popular vertical SE. The smaller engines usually work themselves out, but don't expect much from them at first. Once your site is ranking well in G, Y, MSN and ASK you will be fortunate if any other engine will ever give you 1% of your traffic with most driving less than 0.2%. Focusing on these turds would be penny wise and pound foolish. Just let nature take it's course.

Is there any added value in submitting to them? So far as I understand they do not feed from Google's database - does a listing with these count as a 'link' in the Google reckonings?

Year to date traffic from DMOZ = 2 visitors on one site. Now, a backlink from DMOZ does count for something. Not as much as it used to, but still it is a good backlink to have. That said, I wouldn't worry about not being in. Submit your site to DMOZ if you want, but never give it another thought. You don't need a link from DMOZ to outrank DMOZ listed sites - far from it. None of my personal sites are listed in DMOZ and they perform very well.
