I had some problems initially doing this - in the end I went for a prepackaged version - WAMP (windows, apache, mysql, php) which downloads the lot in one go - much easier. There's also Xamp which does much the same thing. I think if you're going to use mySQL then you're going to need PHP and Apache anyway so you might as well get them all in one go! PHP myadmin is a very easy way to administrate dbs - although it was sort of fun doing the whole command line thing - 'cept when you make a spelling mistake halfway through the thing and have to start again.
