Create a folder called - say - new site - in folders view. Then right click it and select - convert to web. Set up your new site naming all files as they will be in your new web, including index.)I get a bit hazy on the next bit but your best bet, I think, is to publish 'test' to a new section of your hard drive to make sure it's working properly - then publish it up to the server (choosing the 'overwrite all files' option.
The other possibility would be to delete the files in your main web and move all the test files out of the sub-web into the main web and publish from there. (Run recalculate hyperlinks, and check your hyperlinks in 'reports view')
