Difficult to say without knowing how you are positioning them.

Are you using the return button to place them one below the other? If so hit Shift+return to create a line break rather than a paragraph.

Are the buttons in a table? If so set cell padding and cell spacing to zero.

A url would help get a more a specific answer.

he would want cell spacing at 1 and padding at 2 (IMHO)

He wants space between buttons and not together

Your other option is to use them as plain buttons without the mouseover effect, or to create two sets of buttons with the text on them and use a javascript for the rollover effect.
