Looks like a custom-made one. It means that someone just designed the lettering and a mechanic carved it out of metal.
Out of my head it reminds me of commercial typefaces Serpentine and Crillee, but they're not as distorted as this one and the letterforms aren't so simplified.
You can, of course, purchase a similar typeface like Dexy, throw it into Adobe Illustrator or some other vector graphics program, and tweak it so that it matches the VW lettering. Then save it in vector format—you don't need to draw it all over again each time you use it.
