No. Unless they have a stats package that leave a public access.
www.alexa.com has it's own tracking program, but your mileage will vary greatly depending on the type of site especially if your looking at a site that's for sale. Often, people will artificially inflate their Alexa ranking in order to dupe people into overpaying for a site.
