We often get people coming on who have loaded photos up onto their site, the page is slow and we all jump in and say resize the picture properly before putting it on your page.
Trouble is not everyone has the tools to do it and if you give them the Big Boy's Toys like Photoshop they're completely out of their depth soooo, I thought a sticky full of useful free graphics tools would come in handy.

I'll start you off with
What: Pix Resizer
Why: Does exactly what it says on the tin. Resizes images. Very straightforward. No bells and whistles just resizing.
Who: Perfect for a beginner or a webmaster with a load of pics to do.
