I have finally figured out the issues that I have intermittently with my new web hosting provider. After many 403 errors, and not being able to publish, except for one file at a time - I worked with technical support and identified the following. If your server has this installed, this WILL cuase issues. Once removed, things work very well, and uploads with no issues at all. (In addition they switched to another DOS type server extension that does work with FP)

- This module appears to conflict with the Microsoft Frontpage Extensions.
Frontpage sucks anyway, so if you're using Frontpage I assume you're asking
for problems, and not really interested in conserving server resources anyway.
