As a point of information, Quicken files can and should be stored outside the program. Since that isn't the case here, mounting your sister's hard drive as a slave will allow you to identify files on the slave using Operating system A Windows search option. For Quicken, search for QDF, QEL, IDX, QTX and QPH files. Make sure they all have the same date then copy/paste to a new folder in Operating system A. Assuming you have Quicken installed on Operating system A, browsing for the folder then double clicking the QDF (Data) file should bring-up your sister's work. If you'll let us know the name of the second (proprietary) program, perhaps someone here can help you recover data from it as well.
