I use frontpage and I was wondering if there was something i can put in the advanced form properties to deter this or if there is a way of tracking whos doing this?

If your host allows PHP then go to http://green-beast.com/blog/?page_id=71 and get Mike's form. IF not then you'll need to Google for a secure form script. I've installed Mike's form on 2 sites today and it has to be one of the easiest around. If anyone's wondering what's so special about Mike's form, it's got 16 different safeguards and traps built into the script to stop spam bots submitting forms. Most of them come in via Proxies and tracking back through those is near impossible.
