There are about 50 different opinons on this. I think it's fair to say that these days the most common screen resolution is probably 1024. That's not to say that everyone with a 1024 screen actually has it maximised to that width. I've done 3 websites within the last 6 weeks for clients where I've gone to their homes/businesses to train them on how to use them (they were CMSs) and found that even though they had wide screens they had them set to a lower resolution (800px). These businesses were all run by people who you'd probably describe as in late middle age for clients who are unlikely to be teenagers either. So in that scenario, the sites definitely needed to work at the lower resolution. If you're designing a site that will probably be aimed at a slightly younger market I think it's safe to go with the wider screen width. Course the safest thing would be to use a fluid design that works for everything from a PDA upwards! I think it's one of those things where you take an educated guess based on the likely market for the site.
