Everybody knows that getting a link from a high PR site is good for you, but ...
Question:
What if home page www.blah-blah.com has PR6 but it's Links page has PR3.
Does it count like PR6 site links to me or PR3? How does it generally work?

A backlink on the PR 3 inside (non-home) page with a PR 6 home would be higher quality than a backlink on a PR 3 inside page with a PR 4 home.

It is called Page Rank for a reason - It's all about the page the link is on, not the site. A PR 3 link is the same when the home page has a PR6 or PR3. No difference.
The difference comes with the theme of the site. If your site is about apples a PR3 link from another apple site is better than a PR5 from an automobile site.
