How cross-compatible is RAM? For example, can a machine that runs on PC2700 DDR RAM also run on PC2100 RAM or are they incompatible?

You should be able to mix the 2700 and 2100, but the system will run at the slower speed. I was going to look for something nice at Crucial.com to get some more details and it just happens this is on their front page. quote:
Q: My owner's manual says I need to purchase PC2100 speed memory. But your Memory Advisor tool directs me to buy PC2700. Why? A: While the upgrade that you install does need to be of the same FAMILY of memory as what was originally installed in your system (such as SDR, DDR, or DDR2), generally speaking, you can safely mix different SPEEDS of memory (the noted exceptions being dual-channel systems). Memory is designed to be backward-compatible, meaning that you can safely add a faster module to a computer that is designed for slower modules. But keep in mind that your system can operate only at the speed of the slowest module.
