I know there are issues on this site, I'm starting over and don't have the time to fix these only to re-create the site. my concern right now is how to improve the layout.

You really need to have sub menus. Don't put everything on one long page, it's a nightmare to read. I never heard the rule of 8, but it makes sense, and I don't recall more than 8 too often elsewhere. When you hover over History you see the other 12 links, do you mean keep it that way, or a sub-menu after going to the history page? thanks again! (in reply to jaybee)
