I'm thinking of optimizing my page meta tags (title, description, keywords) & H1 tags so that they will largely contain the same information, with additon information added to the description & keywords tags. For example, on my dress shirt page all the above tags will start with:"custom embroidered dress shirts" & I'll add additional information to the description & keywords tags. Is this too repetitive? If not, would it be ok to follow a similar sequence on other pages starting with the words "custom embroidered" eg custom embroidered polo shirts on the polo shirt page? Thanks.

Do the words appear on the page? Does "custom embroidered dress shirts" appear first on page?

You want to target what that exact page is about. Example: the page is on red custom embroidered dress shirts. I would use red custom embroidered dress shirts as my title element, H1, META description and keyword. I would make it my first sentence, with other wording of course [;)]. It is the overall targeting that will make each page stand out on it's own.

Yes, custom embroidered ... appears in the text. So it wouldn't be considered too repetitious to follow this format on different pages? For example, custom embroidered dress shirts, custom embroidered jackets, custom embroidered school uniforms on different pages with the phrase "custom embroidered" being repeated each time?

That would not be seen as SPAM. it might not get you ranked on each item. I would add to the longtail phrase and target that on each page.
