How to create css designs? I mean tableless layout? Is there any builder for it?

Dreamweaver does an excellent job of giving you the full range of CSS options and writing correct code - however, it requires a knowledge of how and what to use.

MS Expression Web, the replacement for FrontPage does it. There are also a load of stylesheet layout builders but I'd stay away from those until you know what you're doing.

Expression Web should be fairly familiar if you're used to FP. Just don't be tempted to stick tables into the page unless they are for tabular data.

If you want more background to CSS and HTML then www.w3schools.com has very good tutorials but for starters EW will get you going without technical knowledge.
