What should I do if I want to add a customer testimonal on my blog that I know is used by other sites?

what is your purpose in adding it? If it is meaningful to your site, why hesitate? The question suggests your purpose is to curry favor with SEP and you are wondering if it will backfire. Who is it a testimonial for? Do you have the right (permission) to include it or should you be linking to it?

If the testimonial is for the same product/service, i think it can be used with their permission.

Is it a short paragraph?

The rules for duplicate content usually are used when you take fairly decent sizes of text copied directly from another website, in hopes to gain quality information. A sentence here or there shouldn't cause anything major.
