I am thinking of upgrading from FrontPage 2003 to Expression Web design. I have a few questions.

I am on a Apache web server running FreeBSD
I have PHP, Mysql installed.

I noticed that it is really easy to set up a login screen using ASP.net, this is what I have been looking for. But I am assuming that since my web server doesn't use ASP I won't be able to that.

So my question is still after looking all over the web and still haven't found this.

What advantages does upgrading from 2003 to the latest.

Correct, you can't run ASP on a Unix host. You'll have to use PHP and there are free scripts around to do this, www.hotscripts.com has some.

If you need to edit the code for any reason though don't do it in FP or EW for that matter as Microsoft don't support it and it can do some odd things to your code. Use Notepad.

Why upgrade? Well EW is future proofed. It produces code that is much more compliant and therefore more likely to show up properly in all the browsers. It has some cool templates. :)

FP will stop being supported but that doesn't mean you won't be able to use it. However, FPSEs on the host is more likely to be a problem as many Unix hosts in particular are already dropping them. MS no longer support them and there are no fixes for security issues.

This means you won't be able to use the Publish feature in FP, you'll have to learn to use FTP and make sure you upload all the files and folders including the hidden ones. Some of the FP proprietary code won't work either.

If you have the money to upgrade to EW and the time to spend playing around with it, plus the will to modify anything that no longer works right on your site, you'll be getting ahead of the game.
