Wouldn't you think an organisation advocating accessibility standards would at least post their report on a site that didn't use tables for layout?

In the strictest sense that's true but it is possible to make tables accessible, just not recommended due to all the extra work involved.

Yes I know, I'm not really picking, it's good to see people in the States who take it seriously.

Thing is, I use that Firefox Web Developer Toolbar for everything, it's a wonder that the "outline table cells" feature hasn't worn out. Also wondering how often other people use that when looking at sites, especially sites that look really impressive, even "mimicing" a css layouts only to find that the designer cheated!

I wouldn't say that using tables is cheating (/goes off to wash mouth out with soap and water) - sometimes there might be a valid reason for using tables over CSS. As Jaybee says, as long as they're marked up correctly they can still be accessible.
