If it's only basic photo manipulation, resizing etc you want to do then download Google Picasa which is free and forget Photoshop. It's too expensive.

If for some reason you must have Photoshop then buy Elements which is a lot cheaper and does most of what you're likely to need. Or go for Paint Shop Pro. Depends entirely on what you want to use it for.

I love Picasa, use it occasionally and often recommend it to others. It's free, great for basic photo editing and organizing , so why not download it!

But imho Picasa is not suitable for other types of graphics that may be needed when developing a website. For example, it does not offer layering useful for things such as adding text over a jpg or gif.

PaintShop Pro is a very good program, as is Photoshop Elements. Both have much more sophisticated image editing and manipulation tools.

I'd recommend Elements for someone who may want to eventually buy Photoshop, The Gold Standard in image editing. Elements gives you a good feel for Photoshop and has some of Photoshops outstanding editing tools.
