You can't really force this. You can tell it to open a new window but it will only open a new tab if the user has it set up to do so (which they might not - they might not be using tabs at all).
Best not to really do this at all - leave the links as "normal" same-window links and let the user decide if they want to open a new tab or a new window or just leave it as it is.
