The host is not a part of the search algo, but there are stupid things that hosts can do that could hurt your site. I have seen hosts that block search bots because of the huge bandwidth drain they cause. If the host blocks the bot from reaching your site - that will hurt. I have also seen hosts that cloak links onto their customers sites. They only show the links to the search bots so you would never see it when you visit your site. You would have to view the cached version of your site that the search engine shows - and even then I have seen hosts that make the links the same color as the background, so it can be hard to find. If a host is hiding links on your site that can also hurt you depending on who they are linking towards.

Just to add on what Mojo has said, you should also be looking at the speed and the uptimes of the host. Some host can provide very cheap rates however are unreliable and slow. Sometimes if the spider timeout because of a server crash or a slow connection then it can indeed hurt your SERPS

I have been subjected to some really horrific hosting experiences. Price should never be the deciding factor in choosing a host. Go with reputation and uptime...in the long run it totally pays for itself. I had one host where my site was down for 'maintenance' or 'server reconfiguration' at least for 10 min a day....bad news if a google bot comes by.

My advice is to go by personal recommendations. Many hosts artificially inflate their rankings on web host ranking or review sites. I've had a domain online for almost a decade now and switched hosts several times before settling with register1.net. I'm using servage.net for my new domain and my only issue with them is they don't keep log files on their servers and their website statistics reports are primitive. Both are based in the UK and support is generally very good.

Although, in my experience Google is not so quick to toss or penalize sites that suddenly appear to be down. The Google bot can often visit many times per day. Just being down for a short while shouldn't hurt because there are many legitimate reasons for a site to be off line. That said, I think if your site is frequently unavailable it is a quality indicator. In this case it would indicate a lack of quality and *that* may effect your site ranking.
