fixed cell size and locations (Full Version)

So here's my problem, and I'm sure it's basic, but I'm fairly new.

I have two columns, one will have content that changes length on a fairly regular basis, and on the right I have links, 7 rows in a column. I would like the top six to have fixed sizes and stay at the top and the bottom row to vary size with the column next to it.

Can this be done, and how?

Right click on the cells. For the top ones use pixel sizes, for the bottom one use a percentage for the height.
