Does downloading to your desktop contribute to lag?

The internet is usually the bottleneck on a lot of games. The more you use it, the more lag you will see. If your ISP normally allows you to download at 1mb/s, and your game usually requires .5mb/s, if you use anything more than .5mb/s outside of your game (such as downloading stuff from online), then you will see lag. quote:
