Not really - depends what you mean :-)
If you are talking games, then Lag is generally ping time between you and the server (or how many hops it needs to make to connect)
The more hops, the higher ping.
I can more than happily download files while playing games online. It can depend on many factors as to how it will effect you.....

Specifically for games, I have my provider turn interleaving off which lowers the ping time by a good 40-50% due to less error checking

The internet is usually the bottleneck on a lot of games. The more you use it, the more lag you will see.

If your ISP normally allows you to download at 1mb/s, and your game usually requires .5mb/s, if you use anything more than .5mb/s outside of your game (such as downloading stuff from online), then you will see lag.

- What is interleaving, how did you get them to turn it off?

Its mainly specific to DSL - http://en.wikipedia.org/wiki/Interleaving :-)

Some ISP's over here dont even know what it is or dont give you the option.
Ive certainly noticed no effect for any other types of connections. I guess the bigger the ISP, the less they want to change small things like this for the customer
